Who Qualifies
Who Can Benefit from NHR 2.0 (IFICI)?
NHR 2.0 (IFICI) is aimed at highly skilled professionals and specialists contributing to Portugal’s innovation, scientific research, and export-oriented economy. Eligibility depends on your profession, your employer, and whether your activity is performed in Portugal as a tax resident.
This regime is not universal — it’s selective and designed for people whose work brings measurable economic or technological value to the country.
You are likely to qualify if you:
work in one of the recognized high-value professions (IT, engineering, scientific research, industrial design, medicine, higher education);
hold a senior, technical, or specialized role in a Portuguese company;
work for a certified startup, R&D institution, or an exporting company (50%+ revenue from exports);
plan to relocate to Portugal and perform your activity inside the country;
have the required academic qualifications (EQF level 5+).
This category includes software developers, engineers, researchers, CTOs, professors, medical doctors, and founders of innovation-driven companies.
You are unlikely to qualify if you:
work remotely for a foreign employer with no Portuguese entity;
rely primarily on pension income (pensions are not covered by NHR 2.0);
work in non-technical, non-specialized, or general service roles;
perform creative or freelance activities not tied to innovation or science;
cannot meet the residency requirement or employer certification criteria.
Examples: content creators, social media managers, hospitality workers, general freelancers, administrative roles, stylists, artists, sales agents.

Frequently Asked Questions
NHR 2.0 FAQ
NHR 2.0 is Portugal’s updated tax regime for highly skilled professionals working in innovation, science, technology, and export-driven sectors. It offers a 20% flat tax on eligible income and exemptions on most foreign income for up to 10 years.
Eligibility depends on your profession, employer, and where your activity is performed. Most applicants qualify through high-value professions or certified companies (startups, R&D centres, export-focused businesses).
Usually no. Working remotely for a foreign company without a Portuguese entity does not meet NHR 2.0 criteria. Exceptions may apply if your role is highly technical and the employer has a qualifying presence in Portugal.
No. Foreign pensions are taxed under Portugal’s standard progressive rates, not under the 20% flat rate.
The regime runs for 10 consecutive tax years and cannot be extended once it expires.
Documents vary by case but typically include proof of tax residency, academic qualifications, employment or business documentation, and employer certification under IFICI rules.
